Wacker Chemie is strategically expanding its presence in the Middle and South American growth region. The Munich-based chemical company is investing EUR1.2 million and is extending its existing technical center in Sao Paulo, Brazil, and creating a new technical center in Mexico City, Mexico. At the same time, the Group’s international training center - the Wacker Academy- will also be expanded at the former site, and a new one opened at the latter. Both projects are scheduled for completion in the first quarter of 2013.

In Brazil, the Group is enlarging its technical center in Jandira near Sao Paulo. This center has been supporting customers in the devel-opment of new products and applications since 2003, taking local raw materials and environmental conditions into consideration. The expansion focuses mainly on the labs for dispersible polymer powders, which are used in dry-mix mortars for concrete applications, tile adhesives and sealing slurries, for example. The test area for polymer binders available at the technical center will more than triple in size and the new labs will get state-of-the-art testing equipment in line with international standards. In addition, the Wacker Academy training center will be equipped with a new, larger training lab, which will allow participants to carry out extensive practical tests.

In Mexico, too, polymer binders are the focal point of the new technical center that Wacker is currently building in the southwest of Mexico’s capital. The reason for this is the strong growth of the regional economy, especially of the construction and paint industries. Covering an area of over 800 m2, the facility will house the new offices of the local sales subsidiary Wacker Mexicana and the R&D labs for dispersible polymer powders and vinyl acetate-ethylene copolymer (VAE) dispersions. These binders find application in paints, coatings and adhesives. Due to the rising number of training inquiries from the region, a training center for the Spanishspeaking market will be created with the Wacker Academy Mexico.

Bundling sales, applications laboratories and the training center under one roof will foster closer teamwork between the sales and development teams and thus optimize customer support in the region. In the future, the technical center in Mexico will support customers from Mexico, Belize, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, the Caribbean, Columbia, Ecuador, Peru, Venezuela and Bolivia. The technical center in Brazil will continue as the South American hub for customers from Argentina, Brazil, Chile, Paraguay and Uruguay.

China’s Zhenhai Refining & Chemical Company (ZRCC) has shut its 250,000 tonne/year polypropylene (PP) plant in Zhejiang province on 13 December because of a technical issue, a company source said on Thursday.

ZRCC plans to restart the PP plant in six days’ time, the source added.

Meanwhile, the producer will be operating its other 300,000 tonne/year PP unit at normal rates during this period, the source said.

Local distributors said the plant's shutdown will reduce the supply to the domestic market, as ZRCC is one of the major PP producers in east China.

Shell has resumed operations at its olefins Norco complex in Louisiana after an unplanned outage last week, market sources said on Wednesday.

Shell has two crackers at the site with a combined 1.42m tonnes/year of ethylene capacity.

Market sources said the company had halted production in Norco because it could not ship ethylene out of the facility as a result of a pipeline leak last week.

Shell confirmed it had shut down a segment of a pipeline in Louisiana, but a spokesperson declined to comment on the company’s operational status in Norco, citing policy.

The ongoing shale gas boom will see the US ethylene industry growing by more than a third by 2017, a research firm said on Wednesday.

US ethylene capacity is expected to rise from an estimated 26.1m tonnes/year in 2012 to 35.0m tonnes/year in 2017, reflecting a 34% increase, GlobalData predicts in a report.

Only five years ago, the US was one of the most expensive places to produce ethylene, the research firm said.

However, with shale gas the ethane-based US petrochemicals industry is now in a better position than the naphtha-based petrochemicals industries of Europe and Asia-Pacific, and second only to the Middle East in terms of production economy, the firm said.

“Investors have been keen to be a part of an ethylene industry on the rise, and many of the US’ major ethylene producers are investigating the possibility of bringing online new plants,” it added.

Colombia (ICIS)--Brazil's Braskem, Latin America's largest petrochemical company, halted production of basic chemicals at its Triunfo petrochemical complex, the company said on Tuesday.

Basic chemical and steam production was stopped after a strong thunderstorm knocked out electricity at the complex in the southern state of Rio Grande do Sul, the company said.

The interruption of the steam system caused the burning of feedstock naphtha in the flare system, Braskem said.

The steam system and plant operations are expected to be back to normal by the end of the day, according to the company.

The petrochemical complex produces basic chemicals, as well as polypropylene (PP), low-density polyethylene (LDPE), linear low density polyethylene (LLDPE), high-density polyethylene (HDPE) and green polyethylene (PE), according to Braskem.

Taiwan’s Formosa Plastics Corp (FPC) has restarted its acrylic acid (AA)/acrylate ester plants located at Kaohsiung on 8 December as planned, a company source said on Wednesday.

The plants were initially shut because of a scheduled power shutdown at the facility ordered by the Taiwanese government.

The company produces about 51,000 tonnes/year of crude AA, 30,000 tonnes/year of glacial AA, 40,000 tonnes/year of butyl acrylate (butyl-A), 30,000 tonnes/year of methyl acrylate (methyl-A) and 20,000 tonnes/year of ethyl acrylate (ethyl-A), according to the source.

The company is currently running the units at “normal” rates, the source said without further elaboration.

Dow Chemical’s US Gulf coast investment plans, including a new cracker in Texas, will raise the company’s global ethylene capacity by about 20%, the US-based producer said on Tuesday.

“The ethane flexibility actions, along with actions to restart a cracker in St Charles, Louisiana, together boost [Dow's] global ethylene capacity by about 20%,” a company spokesperson told ICIS.

Dow Chemical’s total propylene capacity will increase by about 900,000 tonnes/year and its total ethylene capacity by about 2.1m tonnes/year, the spokesperson said.

Dow said previously that its planned cracker at Freeport, Texas, will have an ethylene capacity of 1.5m tonnes/year with start-up expected for 2017.

Earlier on Tuesday, officials disclosed that Dow applied to the US Environmental Protection Agency (EPA) for an air-quality permit to build the project in Freeport. The project is entering its front-end engineering and design (FEED) stage.

Mexican national oil company Petroleos Mexicanos (Pemex) over the weekend began the maintenance on a fluid catalytic cracking (FCC) plant at the General Lazaro Cardenas refinery in the coastal state of Veracruz, the company said on Tuesday.

Pemex did not specify how long the maintenance on the GC-1 compressor would last.

In July 2011, Pemex announced a $3.56bn (€2.74bn) expansion and upgrade project at the Lazaro Cardenas refinery.

The project aims to increase the refining capacity to 246,000 barrels/day and expand the capacity to process heavy crude.

The refinery currently processes 190,000 bbls/day of crude and 30,000 bbls/day of mixed butanes, according to the company.
