Transport of Copies - a special type of transport request used to move a copy of development objects between systems without releasing the original transport request.

A ToC does not consume or release the original transport request. The objects remain in the original request, and the ToC just creates a snapshot copy of them. This allows developers to move their changes to a test system without releasing the main transport request (which may still be accumulating related objects).
