This KPI should measure the loading Time, however Today only few plants can have this exact information thanks to some Digital projects that are in place.
For the majority, the KPI take in account the waiting time because the checking date and start loading date is the same one. Even in some case the completion date is also the same. Thus when you want to use this KPI please verify before if the data is available for your perimeter.
