1. Objective and Scope
1.1. Objective of this Operation
The purpose of this procedure is to retrieve the XML file with the reports of ECO (Etat des créances et des dettes commerciales, vis-à-vis des non-résidents) and RTE (Relevé des transactions économiques avec des non-résidents) to upload in to the National Bank of France’s official website.
RTE - Statement of economic transactions with non-residents. The purpose of the RTE Statement is to make a monthly inventory for the needs of the balance of payments for all economic transactions carried out by Direct Declarants General with non-residents (except purchases and sales of goods which are subject t declarations to the French customs services).
ECO - Statement of trade receivables and payables, vis-à-vis non-residents. The ECO declaration lists the quarterly positions vis-à-vis customers and suppliers not residents, according to a new rule of breakdown between affiliates and non-affiliates. It aims to measure payment terms on international exchanges (difference between payments / transactions) and feed in particular the statistical line of "commercial credits and advances" which must appear in France's balance of payments and international investment position.
The transaction excludes all french customers and vendors and also the ones belonging to french colonies. The declaration matches the P&L account used in the invoice and the nomenclatures used in Banque de France in order to create the report.
1.2. Scope
This procedure applies to companies ZFR3, 5586 in WP1 System and 6080 in PF1 System.

Companies under this procedure are covered by TSA upon PO2 separation on Dec 2023: 6422 (legacy SCo from ZFR3) and 6080.

3. Tasks description
3.1. Periodicity
ECO procedure needs to be launched quarterly for company 6080. RTE on a monthly basis for 6080.
Both files should be submitted before the day 15 of the month.
3.2. Responsibilities
Service Line - Accounting Platform is responsible for the extraction of the reports and for the upload on the site of National Bank of France, as well as provide any extra information requested by the Banque de France.
3.3. I retrieve the XML files
3.3.1. I retrieve the XML files with ECO report for 6080
Run transaction ITSR00 using the correspondent variant:
- Change the date of reference according to the treated period
Update the file name with company code and Year/Month.
This program has to be launched in the foreground , otherwise the file will not be created.
The program creates a file with all selected data.
Click on the green button in order to create the XLM file.
The program creates an XML file on the computer that will be sent to the Bank of France via ONEGATE (cash desk).
The file was directly created on the C drive, in the TEMP folder.

3.3.2. I retrieve the XML files with RTE report for 6080
Transaction ITSR00 with variant for 6080
- Posting date: change to the previous month
Update the file name with the company and Year/Month.
Click on the green button in order to create the XLM file.
The program creates an XML file on the computer that will be sent to the Bank of France via ONEGATE (cash desk).
The file is directly created on the C drive, in the TEMP folder.

3.4. I upload the files in the National Bank of France’s official website
We have to connect to the below address in order to send the file: Banque de France - Eurosystème
When connecting, you have to enter the ID name and the password for 6080. Please check in this information in the updated notes in FCC, Task List: Z_DW_LIS_T
After that you have to choose the company and to upload the file saved on C, in the TEMP folder.
For changing the company, click on SIREN.
