SOLUTION:
In order to transfer the consignment stock from one customer to another customer, we need to perform two steps using transaction MB11.
STEP 1 - Use movement type 632 to transfer the consignment stock from customer to plant stock.
STEP 2 - Use movement type 631 to Issue the plant stock to customer
