webMethods should be used when the exchange of data crosses the Solvay Firewall. Therefore, when data is being sent to a partner/customer/entity which resides outside of the Solvay network, then webMethods should be used. And if data is being received from a partner/customer/entity which resides outside of the Solvay network, then webMethods should be used.
