This procedure describes the ACTUAL 0 Management process in BFC and the further actions required.
This procedure applies to the BFC Administration team.

The ACTUAL0 is a Category used to report statutory figures, what enables to build the Shareholding structure of the Solvay Group, which becomes available in the Solvay Shareholding Structure site.
In this category are concerned either Consolidated and Not Consolidated companies. The information collected for each type of company is different, thus the documents available for them are different, as the described below:
Consolidated Companies
L4005 Investment - This document reports the number of shares that the company holds per affiliate, as well as the the number of shares that the affiliate has issued, then it is possible to know the percentage owned by the reported company. If there is any variance it is explained by flow.
L4000 Impairment (Statutory data) - This document reports the information for the impairment process on financial assets.
L4020 Shareholder's equity - This document reports the numbers of shares issued, split by mother companies. If there is any variance it is explained the variation by flow.
L4060 CBCR - Revenues and headcount - This document reports the Revenues the company had in the previous year split by trading partners. As of 2021 it was decided not collect this information in BFC.
Not Consolidated Companies
L4005 Investment - In most of cases, the Not consolidated companies do not have affiliates, hence this document is empty.
L4020 Shareholder's Equity - This document details the information about the mother company of the entity (number of shares hold).
L4050 Financial information – This document reports the Balance Sheet and Income Statement of the entity. No detail is asked, no flow and no activity.
The Corporate Secretary is responsible to communicate the changes in the Solvay's structure that are performed in the PRS System.
The GAR team communicate through the Structure File, available in the GAR AODOCs Library, the changes in the Solvay's Structure.
The BFC Administration team is responsible to maintain any necessary update in ACTUAL0 category.
The CAM is responsible to enter the information in this category for the companies under his/her scope.
The SU FA is responsible to perform the quarterly checks from D1.
At the beginning of the year the ACTUAL0 category has to be created for the current year. By principle, there is only one category per year, which is set for December (ACTUAL0 - YYYY.12).
Package generation - The list of companies to start with should correspond to the perimeter published in the Y-1 annual report. For the companies entering in the scope during the year, package should be generated as soon as the company is created in BFC following the official communication from Corporate Secretary.
The packages stay opened along the year to allow the CAM to update the information when necessary. However, every quarter the packages have to be published and locked during two days, to allow the SU-FA Team to analyze the data and make corrections.
ACTUAL0 12.YYYY – Quarterly procedure

Note: In Q1, NC companies should be excluded of the publication done by BFCAdmin on D1. NC companies are required to fill ACTUAL0 package only from Q2.
Conso automatic run scheduling - every quarter on D1 and D2 scheduling of ACTUAL0 for SOLVAY14 V2 and SOLFULL and their related Reconciliation consos. 4 times a day 8am / 12 am / 4 pm / 10 pm.
ACTUAL0 REPORTING SETUP
The process by which data is reported is defined in the Reporting Organizer and RU Organizer. In these modules it can be defined:
After the Reporting Organizer and RU Organizer are defined the packages should be transferred to the Package Manager module, to allow the user to enter the necessary reporting data.
When there is a new company it must be created a Package for it in this category, according to the operations of companies along of the year.
ACTUAL0 SCOPES OF CONSOLIDATION
Then the Scopes for this Category have to be created. A Scope enables to group together the reporting units to be included in the consolidation process and select the consolidation method to be applied.
For the ACTUAL0 there are two specific scopes of consolidation:
These Scopes should be updated according to the operations of companies along of the year.
ACTUAL0 CONSOLIDATIONS SETUP
It has to be defined three Consolidations for the ACTUAL0 category:
All the Consolidations need to be updated on Quarterly basis, when the Conversion Rate Period should be changed to the one in reference.
Additionally, the Consolidation SOLVAY14 needs to have the Scope Period updated, as well, to the one in reference.
In the Reporting Organizer module it is created the Category for the period (Reporting ID) and is defined the common data for the packages, as the Deadline, Folder, Set of Controls, Opening Balances, etc.
In the RU Organizer is defined the companies to be reported in the category.
The Scope SOLFULL contains all the companies of the Group, either Consolidated or Not Consolidated. The rate of all companies in this scope are set at 100%.
It is defined one scope SOLFULL per year and it must be updated when there is a company operation (New company or End of a Company).
The Scope SOLCONSO contains all the companies of the Group, either Consolidated or Not Consolidated. The rate of the companies in this scope are set at their ownership rate.
It is defined one scope SOLCONSO per year and it must be updated when there is a company operation (New company or End of a Company), as well when a company changes its ownership rate.
BFC FC_Top
There are 4 consolidations for the ACTUAL0 category:
To create a consolidation it can be done from the scratch or with reference to the version of the previous year through the Save As option.
On a quarterly basis the periods of the Scope and the Conversion Rate in the consolidation should be updated to the one in reference.
When the group acquires a new company, a package has to be created in the ACTUAL0 Category.
To create the package ensure that the company has already been created in BFC, otherwise follow the instructions in the Procedure:
In the tab Package it will be informed what determines the documents that are shown at the company's package, as well as the set of rules (Validations), opening balance, and the Scope that the company is assigned on this phase.
Since the information collected for a Not Consolidated and a Consolidated company is different, this tab has some specification for each type of company.
Generally, for the companies that left the Group during the course of the year, the packages remain in the ACTUAL0 - YYYY.12, however at the beginning of the next year the packages should not be generated.
A long the year the packages of these companies should stay Protect, instead locked, this way it is possible to identify the companies that left the Group.
The change of the method of consolidation concerns the transition from the Not Consolidated/ Equity Method/ Proportional to Full Consolidated, or vice versa. In other words, this transition is assimilated to either an increase or decrease in the rate of integration.
As soon as a company change its consolidation method the information to be reported is different, hence its setup needs to be updated accordingly, as well as the reporting setup and the scope of consolidation.
The change of consolidation method should be communicated by the Corporate Secretary and the information needs to be available in the Structure File within the GAR AODOCs Library.
In the tab Package it will be informed what determines the documents that are shown in the company's package, as well as the set of rules (Validations), opening balance, and the Scope that the company is assigned on this phase.
The information in this tab has to be updated according to the new consolidation method.
As of June 2020, this procedure is no longer applicable.
It was justified in the past when GAR was managing manually each quarter corrections in ACTUAL0 not completed properly by CAM and the back up of situation before corrections was a way to avoid any debate on GAR corrections with CAM.
Since months, quality of ACTUAL0 completion has improved and based on quarterly checks from SU FA, any error has to be corrected in the pack by the Cam itself.
In addition, those back ups are not used by anyone else.
To create the category for the period in reference follow the steps of the topic 5.1 REPORTING SETUP - Reporting Organizer.
To create the packages, copy the packages from the ACTUAL0 - YYYY.12 category of the consolidated companies. Follow the steps of the topic 5.2 REPORTING SETUP - RU Organizer.
When it is communicated a new company, the new company has to be added to the GAR List and created in BFC as well. After it is created in BFC it has to added to the users filter of view, to allow them to enter the necessary data in the packages.

The conclusion of this procedure allows to have the well management of the ACTUAL0 category. This way, the end users are capable to enter the data in this category for the companies under their scope, and hence the GAR Team can build an accurate Shareholding Structure for the Solvay Group.
