This boolean constraint skips the creation of the default network and related resources during Google Cloud Platform Project resource creation where this constraint is set to True. By default, a default network and supporting resources are automatically created when creating a Project resource. Affected Resources:

The default network created simplified the creation process for resources that uses network. Example Compute Engine, App Engine (Flexible), Cloud Run, etc.
However this default network has no protection against attacks and project teams tend to overlook this aspect.
In order to mitigate such creation, network has to be carefully discussed and planned with the Project team, Architects and CloudOps.
