In order to give access to any user for MGT Dashboard, please follow the below steps:

Step 1: 

Open Qlik Management Console for Dev environment,

Step 2:

Search for the user, open user's profile and go custom properties.

Step 3:

Under App Viewer provide access to "Accesses",
