Beside measuring packages submit on time, there is also the records of "Key Closing Steps" recorded by respective Google Sheets.

Based on the CET time + or - X hours depending on the country of the Legal Entity
. Last publication date is taken into account. When there is only one reopening considering Model S, first publication will be considered in the calculation*.
