CSRs questionnaires are web forms : you and your suppliers will fill in them directly in Convergence and add the right attachments. No need to "send" something.
A Specific RFI is more a kind of container in which you attach templates containing files (generally Excel files). A supplier will use this container to download empty template files and upload them back once he filled in what was requested.
Last but not least, a bunch of reports can help you manage those documents.
